[UX] 10-10EZR: Secondary Nav Design and Workflow

As a Veteran, I would like to have a way to navigate back to the My Health tools while filling on the EZR introduction page so that I can go to another tool if the online EZR is not what I'm looking for.

MHV/ Cartographers' research summary:

• Persistent link navigation was successful in creating an improved UX
• Even with improvements, collapsed secondary nav elements fail for mobile users
• 8 out of 8 mobile participants found the persistent link nav to be easier and more direct than the collapsed menu.

MHV logic/rationale:

• Include the secondary nav at the intro page, do not show it in the form's body, then re-introduce it again at the confirmation page.
• EZR's breadcrumb from Home > My Health> Update your VA health benefits information to VA.gov home > My HealtheVet > Update your VA health benefits information.
• The change to VA.gov Home matches the global guidance and the EZR 'landing page' now follows under ' My HealtheVet`.

Things to consider:

• The EZR is in an awkward place, balancing between a form to match EZ/CG and a task to fall under the MHV health benefit umbrella. The teams will need to have a larger conversation on the future states and how the bigger vision can align.
• The MHV wants the breadcrumb with the form's body to be backlink instead of the current condition of directing to My Health or MyHealtheVet landing page. And the future, replace the back-continue button with the continue-only button. The team will hold off on this change until the form's team researches and implements this path.
