Update feature toggle instructions #8502

Issue: https://dsva.slack.com/archives/CBU0KDSB1/p1588012055095000:

For step 8 it says "Use the selector helper to build a selector for your feature toggle." and then gives a code example BUT it doesn't tell me where that code is supposed to go?

Task: Update the instructions to clarify the instructions per reviewer's questions. Also, per Chris V, link to what a selector is: https://daveceddia.com/redux-selectors/ Once you understand what it is and how it's used, it's pretty easy to figure out "where that code is supposed to go."
