Add unit & e2e tests for route guard to Rx, Records

Description

The MHV Route Guard has been added to the Medications and Medical Records apps. Specs/tests for this functionality need to be added to each app so that other developers understand how these apps behave, as well as to prevent any regressions.

User Story

As a developer, I want to add unit/e2e tests for the route guard on the Rx and Records apps, so that other developers understand that these apps redirect users without a MHV account to '/my-health'.

Acceptance Criteria

• unit/e2e tests exist within vets-website/src/applications/mhv-medications for redirecting users to /my-health, as necessary
• unit/e2e tests exist within vets-website/src/applications/mhv-medical-records for redirecting users to /my-health, as necessary
