Update Widget Error Content

Background

New learnings point to the MyVA411 number not being appropriate for Veterans/claimants to call and understand if they have current representation. This means we need to replace the number in our Widget error state with a number that can actually point Veterans/claimants to understand who, if any, their current representative is.

Here is an updated error message from CAIA that also speaks to OGC's concern that Veterans might think we've lost their information.

We can't check if you have an accredited representative We're sorry. Our system isn't working right now. Try again later.

If it still doesn't work, call us at 1-800-827-1000 to check if you have an accredited representative.

Was able to trigger the error state in Production with my own oddball/Google login. Caught a typo -- need a space after the phone number @cosu419

Here's what I'm seeing in Production:

@cosu419 need to get rid of that , ext. 0 since this number doesn't have an extension.

I must've checked when things were still pushing to Prod -- extension is gone now!
