Log Additional Details for VAOS Partials #86358

We've been seeing a large volume of VAOS partial alerts coming up in datadog, so we want to implement some logging to provide insights into the specific error contents of these partial responses and determine any potential trends or root causes so the appropriate action can be taken.

AC: [ ] - new logging in vets-api that checks for a partial success response, then logs any relevant error details [ ] - unit tests for new logging [ ] - mask PII
