[BE]10-10CG - Update form pdf download on confirmation screen to the updated pdf form

• While testing the 10-10 CG form updates it was discovered that the generated downloadable form on the confirmation page is dated from April 2021 and does not have all of the same fields as the current paper form.
• This ticket is to discover and document any differences in the current paper form and the existing downloadable form, and then create a new ticket or tickets to implement updating the downloadable pdf form to match the existing paper form.
• Uncomment out the specs for this and update the implementation with the changes needed to support the new fields. specs here
• Result: PDF download should be the newest version of the form and have all fields filled out.

Goal is to get this refined on 7/5 to give the team a break from CG updates and to closely monitor errors/channels to ensure it goes smoothly

Upon further investigation, it looks like we also pass the filled out pdf in the payload when we submit the application to MuleSoft. So until this work is finished the file that we are sending is the old version of the pdf application with all values that exist filled out.
