[VETS-API] Bump prawn from 2.4.0 to 2.5.0 #87290

Issue Description

There's some issue bumping prawn that's causing a bunch of examples in pdf_filler_spec.rb to fail. Here's the PR with the failures. I haven't investigated a ton, but this stuff is generally annoying.

rspec ./spec/lib/pdf_fill/filler_spec.rb

Tasks

[ ] investigate/make necessary adjustments to successfully bump prawn

Acceptance Criteria

[ ] prawn bumped and successfully deployed to prod
