As the Platform developers and managers, We need to investigate feature toggle that impact Puma Backlog, So that a root cause is identified and a solution to fix the 499 errors reported by Traefik.

We are experiencing issues with feature toggles affecting Puma backlog and resulting in 499 errors reported by Traefik. This issue needs a thorough investigation to identify the root cause and implement a solution.

• [x] Fix Feature Toggle Uniq Key Index. The uniq key index was invalid due to hidden duplicate feature toggles that were incorrectly added to the vets-api database.

• [ ] Fix feature toggles in this list. These feature toggles are not listed in vets-api's feature toggle but are in vets-website repo. These feature toggles should be:

  1. If a toggle is needed in the FE, the toggle should be added to vets-api feature toggles [here]((https://github.com/department-of-veterans-affairs/vets-api/blob/master/config/features.yml).
  2. If not, the toggle should be removed from the vets-api database and all references should be removed from the vets wesbite.
