Reevaluate the overflow text on the 526 PDF for VSR/RVSR readability and usability #87820

Issue Description

As a VSR I want to be able to easily read and comprehend the Veteran's claim information on the generated 526 pdf so that I can provide timely and accurate adjudication and process the Veteran's claim promptly and without error.

Additional Information & Context

The online 526 form is being updated from the 2019 to the 2022 version. The 2022 version has additional questions for Toxic Exposure, which has increased the amount of overflow text being added to the PDF.

This increase in information should be evaluated for readability and usability for VSR/RVSRs for claim processing. There is concern that the changes may impact our downstream users and make it more difficult to adjudicate claims.

Timing on Overflow Redesign/Research

As per Shannon on 8/6, no action on VSR-facing research to improve pdf overflow until whether-to-have-overflow discussion has been resolved (Pension enabling team is currently working on this) and/or we spend some design time resolving.

Can we include in our overflow fixes ticket to add a paragraph between the end of the corporate flash overflow and the beginning of the veteran upload overflow? They are running together.

In regards to readability, it may be sufficient enough for now to add a paragraph break between each line. E.g. between the word "test" and "Approximate" in the screenshot. I discussed this with Shannon briefly as an easy fix, I hesitate to put too much research into this right now. After we're out of the weeds with some of the more immediate needs, it would be worth looking at overall readability of the overflow page with an adjudicator.
