Running Flipper.remove(:toggle_name) does not seem to perman... #87939

Running Flipper.remove(:toggle_name) does not seem to permanently remove a feature toggle.

Ticket for removing mhv_landing_page_enabled. Working w/ Brandon Dech, he ran Flipper.remove(:mhv_landing_page_enabled) on two separate occasions after the toggle had been removed from vets-website and vets-api. Yet, this feature toggle still shows up at api.va.gov/flipper.

Ticket for removing profile_contacts feature toggle. This is also showing up at api.va.gov/flipper after being removed from the codebase and database.
