Move to new FMB benefit detail page: Transferred Post-9/11 GI Bill benefit rates

Description

We need to move these pages from the Veteran benefit hub to the family member benefit hub:

• Transferred Post-9/11 GI Bill benefit rates
• Future rates for transferred Post-9/11 GI Bill benefits
• Past rates: 2023-24 transferred Post-9/11 GI Bill benefits
• Past rates: 2022-23 transferred Post-9/11 GI Bill benefits

Tasks

Step 1: Publish

• [x] DB: Clone and update the page in Drupal
• [x] DB: Update the H1 and URL in Drupal to align with the IA spec
• [x] MZ: Copyedit and publish the page

Step 2: Redirect

• [x] KOM: Tasks outlined in #93245

Criteria
