Description

Findings from #87441: There are roughly 40 tags to transition/implement for GA4 in the legacy property. Most seem to be MHV related tracking tho there are some more site-wide ones like the Medallia survey tracking. Mapping could be the tricky part and will need to monitor closely after implementation.

Implement findings from spike ticket.
