[EKS,Private IP,Dev] Create cluster nodes in new private IP space #88413

Discussing if a separate VPC is necessary. It's ideal to isolate every cluster, but not critical. We may use existing VPCs, but create new subnets within the existing VPCs for all new clusters to build with. This would solve the IP shortage.
