Background

As a follow up to #85711, we need to validate the process for effectively triggering maintenance windows via pager duty and document the process so that any team members.

Tasks

[ ] Validate/confirm the process and mapping for how we effectively trigger downtime notifications for maintenance windows in pager duty
[ ] Document this process (recommend secure repo in github)
[ ] Share with team to teach everyone how to do it

Acceptance Criteria

[ ] The process for triggering downtime maintenance window alerts is well-defined and documented for all team members to be able to access and use.

see comment in #88436 , prior to completing this ticket, identifying and creating PagerDuty services for desired maintenance windows would be required.
