As a member of the IVC forms team, I need faster feedback when my test submit isn't getting a PEGA response assigned.

Acceptance criteria

Polling for the PEGA status monitor and slack alerts should be changed from daily to 15 minutes
This change only applies to staging

@balexandr Please add steps/info for how to review

@baltes The job just runs 15mins instead of daily. We'd have to see missing pega status' to test which would mean intentionally breaking things.
