Please provide the details/reason for the OOB Deploy

Currently, any Vets submitting Toxic Exposure details via the free-text Other field that include any punctuation (including commas) cause a downstream error after their 10-10EZ or 10-10EZR submission. This has already happened ~20 times over the last 24 hours, and will continue to happen over the weekend, making their submissions invalid and requiring followup calls to resolve. This patch adds frontend validation to block any special characters, preventing those submissions until those characters are removed.
