Enable Toxic Exposure 1.0 New Forms in Production 10% traffic

This ticket is a placeholder for the effort required by the team to perform the TE 1.0 release. We'll update it with the decided upon traffic thresholds as determined by the team and documented in the release plan.

• Aurora to turn the TE flag on in production for 10% of traffic
• Monitor the EVSS > LH DD Dashboard for anomalies
• If anomalies are found that exceed our established thresholds or are otherwise concerning, turn the flag off in Production
• Otherwise:
• Monitor the EVSS > LH DD Dashboard for the count of submissions
• Validate submission data, the claim in VBMS, and generated pdf in partnership with OCTO and VBA.
• For any issues found, create tickets to remediate and prioritize as required based on the severity of the issue
• After submissions have been validated, work with OCTO and VBA to determine timing of turning traffic back on
• If no anomalies within the agreed time box, decide with OCTO to raise traffic percentage to 10%
• communication with OCTO & Lighthouse

Kicked off the 10% at around 1:05pm Pacific and watched some successful submissions come through. No errors thus far! 6 submissions claims ids were forwarded to David Reis on the Teams chat
