FE + BE | C&P Payment Notifications | Remove the feature toggle 'profile_show_payment_notification_setting'

Background

We have a feature toggle for the C&P payment notifications. This is supposed to launch in Aug 2024 and we should, if no issues with the feature, be able to remove the toggle in September after confirming with VA Notify.

Tasks

• [x] confirm w VA Notify we no longer need a toggle to disable this notification setting
• [ ] remove the feature toggle profile_show_payments_notification_setting`
• [ ] follow up in #va-notify-public letting them know the toggle has been removed so they can validate no adverse changes

Acceptance criteria

• [ ] the profile_show_payments_notification_setting toggle has been removed and no longer displays in staging or production environments
  • [ ] the related notification setting is still visible after removal of the toggle (in other words, we've not caused a regression issue by removing the toggle)
