Clean up How to complete SR guidance

As a Governance Team member, I want to have clear guidance about how to complete a Staging Review or Design System Staging Review.

Description

While working on #87904 the team realized that the How to complete a staging review page is in need of significant restructuring and editing. Some of the guidance, including how to cancel a touchpoint, should be placed elsewhere in our operational documents. There is also some duplication of content, and the organization of the page is not clear.

There's an analogous page for Design System Staging Reviews that could also benefit from updates and reorganization.

[ ] Update pages' content to make sure it is up to date and accurate
[ ] Remove duplicate information
[ ] Where possible, align the format/outline of content to be similar on both pages
[ ] Move operational documentation about cancelling the touchpoint to the parent Staging Review section alongside other moderator documentation
