Document logic for 686c off-ramp scenarios

Issue Description

VA.gov currently has logic had off-ramps certain 686c claims (e.g., removing a deceased parent) for manual process instead of sending them to RBPS. We need to document the scenarios and the logic involved, so that we can review it with stakeholders to ensure it's still correct. Note: Off-ramp logic for 686c claims involving pension was written but never implemented (it's behind a flipper).

@steele-lm This is a product driven ticket, not an engineering internal issue/bug/tech-debt. (It may be engineering to-do ticket) but ENG:Excellence is probably not a correct tag. Standard 'Engineering' tag would probably work for this.
