ARM: Draft RSW "in progress" content #90398

Description

With the introduction of digital submission functionality post-MVP, we'll have the opportunity to display a pending acceptance state on the Representative Status Widget. The way we are approaching this is prepending an informational alert to the RSW content for the Current representative and No representative states.

We are in need of a CAIA pass on these new states.

New widget states Replacement widget state in profile Replacement widget state in Find (example) Pending state in profile

In addition to this, we can adjust content on the Appoint form introduction to make sure additional forms are not submitted unless absolutely necessary. Our direction here is modeled after the 10-10EZ intro states.

Pending appointments

My recommendation is to replace the content in the RSW with the content in the alert. Someone with a pending appointment doesn't need to see the content that says "you don't have an accredited representative."

Replacement appointments

My recommendations is to use one info alert within the RSW on the intro page. The additional warning alert makes the intro page too busy and confusing.
