Not seeing "your application will be saved on every change" under "step 2 of 5 conditions" #90447

Issue Description

As a Veteran I want to see "your application will be saved on every change" under "step 2 of 5 conditions". Seeing this makes me feel confident that the VA is handling my application responsibly.

History & status...

The Forms team made the "We’ll save your application on every change." message appear only on the first page of forms with this PR back in August 6 2024. It was removed from all pages because in testing they found users complained the message was redundant and annoying (since there is the green success alert at the bottom of the form as well).

Based on the Conditions team’s testing with AT users it was found that screenreader users were not perceiving the green Autosave alert at all, since the positioning of the alert is below the “Back” and “Continue” buttons. They never make it down there.

There was some talk of moving the green Autosave message higher but according to the design system's Autosave docs this is the correct placement. The docs recommend that the Autosave is to be accompanied by text that reads: “We’ll save your application on every change.” and appears just below the Progress bar - Segmented component on Form - Step pages.

I asked about this discrepancy in guidance in the platform-design-systems channel September 20. Martha Wilkes agreed to sort through the issue to get to a final guidance from the accessibility experts. Conversation was then taken to a private accessibility specialists Slack channel to discuss.

Status as of 10/4/2024: The Veteran Facing Forms team will have a conversation to review this pattern in a couple of weeks. Forms team will work with the AEDP team to update guidance and resolve some related tickets. Tracker doc (in which this ticket is tracked as well!)
