Discovery: uploading private medical records, inline error "we couldn't upload your file" #90450

Issue Description

in Windows > Edge (via citrix access gateway)

Got inline error "we couldn't upload your file" https://jmp.sh/rNnWbRFd . File used: sample-1.pdf from https://getsamplefiles.com/sample-document-files/pdf . Was able to successfully upload another sample pdf and continue.

Timebox 2 hours.

Tasks

[ ] Try to repo again using Edge and Chrome using file Mike used and a 526 pdf
[ ] See if the error is related to a file size limitation
[ ] Look at logs around the time Mike encountered this error to see if this is a pattern
[ ] define very targeted repro steps
[ ] such as: token expired and try to upload document
[ ] any internal server error (500 response)

Acceptance Criteria

[ ] We tried to reproduce issue
[ ] Veteran can upload their pdf successfully

Tried to reproduce in Edge on CAG and couldn't.
