Issue Description

The Environments page on Platform Website needs to be updated regarding PII/PHI.
Per footer ticket 90461, we need to add warning panel at the top of the Environments page with the text

As a matter of policy no non-production environment may be interconnected with an outside system that contains real PII/PHI.

[x] add warning panel to the Environments page with the exact text above in the Issue Description of this ticket.
[x] check for launch blocking issues
[x] Remove changes to deployment space page
[x] Create copy in Draft space
[x] Make changes in Draft so language adheres to the Style Guide
[x] Contact ticket 90641 author Johnathan Kamens to confirm final language
[x] Check for Launch Blockers

[x] alert box has been added
[x] page is ready for deployment
