0781 Mailer Update

The team did the discovery on the Form0781/a job split and @NB28VT prepared this technical spike complete and added pros and cons.

It really doesn’t seem like there is much benefit in having two emails compared to the amount of work it would take to split jobs. The team feels that since 0781a is being combined with 0781, that one email notification would be enough.

We need to look at how the content of the email will be impacted. See Slack discussion.

The design that was approved by CAIA has been uploaded to VA Notify and Nathan has been notified of this change.
