@NaomiPMC it does not appear that Sam is part of the VA GitHub organization so they are unable to be added to Atlas or vets.gov-write.
I am going to remove the platform-tech-team-support label please re-add that label and ping me when they've been added and I will complete the platform checklist.

@NaomiPMC We noticed there was another ticket submitted here. I went ahead and closed that one since this is for the same person.
In order for us to assist and complete our portion of the ticket, the user needs to be a part of the VA GH org.
Hi David, I am not sure why they are not showing as part of the VA org when I completed an initial user ticket and it was accepted. Once that form gets approved they should be sent an invite that they will need to accept in order to become part of the org.
