Spike | Error: The required external domain headers ExternalUID or ExternalKey were missing or empty #91347

Issue Description

_On 8/22/2024, we started to see a substantial number of BGS submission retries. Usually few per day, but then over 700, but then the issue seemed to resolve itself. The error first appeared on 7/30/2024. A few are related to #91155 (phone number exceeding 11 digits). This is nested error: (ns0:Client) ID: 78709F68-B500-4A34-8B52-C4D0C804403B: The required external domain headers ExternalUID or ExternalKey were missing or empty_

I think our project naming is confusing. The Remediation term is used to describe a case of historical/past instances where we had silent failure and for which we need to fix/remediate the specific case by either resubmission (up to 2 weeks old) or uploading to Share point. This ticket doesn't seem to fit that.
