EVSS PCIU Migration: Create test plan

User Story

As the managers and engineers of the VA Platform, We need to create a test plan to share with other teams that will be performing testing, So that the goals and requirements from external teams is clearly understood And so they are able to execute their own testing effectively.

Issue Description

We need to create a Test Plan for the EVSS/PCIU migration upgrade from V2::ContactInformation with V3::ProfileInformation so that when other dependent teams perform their testing, the expectations for their testing is clear to all. This ticket can be done in tandem with https://github.com/department-of-veterans-affairs/va.gov-team/issues/91488

Tasks

[ ] Create and document test plan for external testing teams.

Success Metrics

That there is a solid test plan for external testing teams.

Acceptance Criteria

[ ] We will have a test plan that outlines the clear goals for external testing teams with regard to this initiative.

Validation

Assignee to add steps to this section. List the actions that need to be taken to confirm this issue is complete. Include any necessary links or context. State the expected outcome.

9/4 update from Joe Tice: He briefed Peter/Isaac on the EVSS PCIU Migration test plan topic, I shared the links and asked them to create a ticket for themselves to get familiar with the effort, what's been done, and reach out to @RachalCassity to start a discussion about the Test Plan needs

9/10/2024: Need to roll this to Sprint 10, as we are pending Reliability team to do the testing. Meeting with Joe Tice on 9/10 to determine LOE
