Description

Integrate with the Mobile API module to get data for the frontend.

User Story

As a developer, I need to integrate with the API, so that I have access to data.

Risks

Requires #91552 (API) and #91573 (feature flag).

Acceptance Criteria

[ ] New React Query functionality is added to the mobile src/api directory for travel pay to integrate with vets-api

Definition of Done

[ ] All acceptance criteria are met
[ ] Documentation is updated
