Add feature flag/remote config for VAHB frontend

Description

The VAHB mobile app utilizes Firebase remoteConfig flags for feature flags prior to a phased rollout. We need to get these set up before adding the SMOC feature to the Mobile app codebase.

User Story

As a developer, I need to add remoteConfig feature flags, so that the team can proceed with a phased rollout approach of our new feature.

Acceptance Criteria

[ ] A remote config feature flag is created in Firebase and utilized as a waygate in the VAHB mobile app around the new SMOC feature.

Definition of Done

[ ] All acceptance criteria are met
[ ] Documentation is updated
