[Spindown] Prioritize backlog tickets with enabling team

Description

Our VA enabling team has asked us recommend which backlog tickets not yet on a roadmap should be prioritized next, and share our thinking. They also ask us to set up a time to review these recommendations with the enabling team.

Acceptance Criteria:

• [x] Align as a team about which tickets to prioritize, noting blockers
• [x] Update and add additional details to tickets, as needed
• [x] Move tickets to roadmap, as needed
• [x] Share with the enablement team and incorporate their feedback, if any

We've arranged our Zenhub/Github tickets in a way that indicates priority. Additionally, we have created a High-Level Next Steps for ARF Engineering page, and listed other next steps on the Github overview page for each work stream.
