[0781 Redirect] Direct users to the 0781 NEW Choice page

As a user who has selected PTSD as a condition of my disabilities, once I have selected one ore more events (whether it's combat, non-combat, sexual assault, or personal assault), I want to know that there is a newer version of the paper form, so I can decide if I want to fill out the most current version of the form or if I want to continue to enter my data online.

The 0781 Choice page is the page that provides the option to either upload the 0781 for or to answer PTSD questions online. Currently there are two choice pages:

1. walkthrough-781-choice
2. walkthrough-781a-choice

This ticket is to direct the user to a third new choice page for either uploading the form(s) or continue online.

Pre-Conditions

• New claim - the start date/time falls after the release date/time
• The user/claim must have at least one "PTSD" condition selected from the Conditions page to continue

Use Cases

1. New claim - the start date/time falls after the release date/time
2. Claim where PTSD Event = Combat only
3. Claim where PTSD Event = Non-Combat only
4. Claim where PTSD Event = Sexual Trauma only
5. Claim where PTSD Event = Personal Assault only
6. Claim where PTSD Event includes a combination of combat/non-combat with sexual trauma/personal assault

Acceptance criteria for new choice page

• [ ] Add a new walkthrough-781-choice page (name TBD)
• [ ] See design specs for content, style and placement requirements
• [ ] Display a Why we recommend the PDF version option that expands with more details
• [ ] Display two options for how the user should provide their PTSD information
• [ ] Display an option (link) that will direct the user to the new paper form using a new tab

Validate

• [ ] That the users in a new claim are directed through the old flow
• [ ] That the users in a previously started claim are directed through the old flow
• [ ] That any event selected directs the user to the new page
• [ ] A11Y validation (VO, order, and aria tagging)
• [ ] If the user selects the option to upload the new 0781 form direct them to the ptsd-781-upload-new page (name TBD)
• [ ] If the user selects the option to continue online direct them to the next page (conditional based on what events were selected)
