[0781 Redirect] Direct users to the NEW upload page

As a user who has chosen to upload a PDF vs. filling it out online, I would like the choice of uploading the new form or uploading an old form that I had previously already filled out.

Currently two upload pages that exists today:

• ptsd-781-upload
• ptsd-781a-upload

• This ticket is to direct the user to a new ptsd-781-upload page for users who have started their claim after the release of this feature. It includes new content, a link to the new PDF form, and an upload widget (same as used in the form already, just customized for this page).

Preconditions

• New claim - the start date/time falls after the release date/time

Use Cases

1. Claim where PTSD Event = Combat only
2. Claim where PTSD Event = Non-Combat only
3. Claim where PTSD Event = Sexual Trauma only
4. Claim where PTSD Event = Personal Assault only
5. Claim where PTSD Event includes a combination of combat/non-combat with sexual trauma/personal assault

Acceptance criteria for NEW ptsd-781-upload page

• [ ] Add a new ptsd-781-upload page (name TBD)
• [ ] See design specs for content, style and placement requirements
• [ ] Display an option (link) that will direct the user to the new form to a new tab

Upload widget

• [ ] If the user chose the option to upload an existing 0781/a form, then display the new page with a file type option ~VA Form 21-0781 - Statement in Support of Claim for PTSD~ New name: “VA Form 21-0781, Statement in Support of Claimed Mental Health Disorder(s) Due to an In-Service Traumatic Event(s)” VA Form 21-0781a - Statement in Support of Claim for PTSD Secondary to Personal Assault

  • [ ] Show the progress of the upload
  • [ ] Allow the user to delete a file
  • [ ] Allow the user to add another file
  • [ ] Display the file name(s)
  • [ ] A file is required to continue, display a message if the user selects to continue and there is no successful file uploaded
  • [ ] A file is NOT required if the user selects the back option

Validate

• [ ] That users with events for Sexual Trauma and/or Personal Assault are directed to this page (vs. 781a)
• [ ] That the 0781a upload page is skipped (still works for claims in progress)
• [ ] A11Y validation (VO, order, and aria tagging)
• [ ] Successful upload of the form
• [ ] Continue to the next page in the flow (conditional depending on which event(s) were picked)
