[UX, FE] 10-10CG - Improvement: Users can select none of the options and proceed through the pages when it should be required #92079

Environment: Staging Test user: Unauthenticated user flow

On "Secondary Family Caregiver applicant information" and "Application signature" pages, the user can select none of the options and proceed through the form. These pages should be required and the user shouldn't be able to proceed without selecting an option. See attached video for reference.

Steps to reproduce:

  1. Navigate to the 10-10CG form
  2. Fill out the form until you reach the "Secondary Family Caregiver applicant information"
  3. Do not select any of the options and click on "Continue"
  4. On the next page, "Application signature", do not select any of the options and click on "Continue"

Actual results: User can select none of the options and proceed through the form

Expected results: Those two pages should have a "Required" tag and user should NOT be able to select none of the options and proceed through the application

Reviewed old designs and docs, all of which show the Secondary CG yes/no question as optional, so this has been the way since the original launch. Dene Gabaldon (previous designer) says it was always something the team wanted to revisit, but never did (and now those teammembers are no longer part of the team currently working on this)

The Sign as a Rep question is slightly different. The reasoning for keeping the question optional (rather than having a "*Required" label on it) is because during some research it was confusing for some applicants thinking they were required to have a representative. So they left the question as optional, and defaulted to "Veteran" signing for themselves if no selection was made.
