make issue uploader generate slack message #92194

Currently, after uploading Staging Review tickets to Github with the issue uploader a Governance team member must copy and paste and update a summary message to share on the Governance team's slack channel.

This goal of this ticket is to add a feature to the issue uploader tool that generates this message which can then be copied and pasted into our slack channel without having to be edited.
