Redirect Implementation Strategy: Review Doc for Future Edits

Problem Statement:

Currently, Sitewide Public Websites handles all redirects but the process is changing so that teams can do their own redirects and not be dependent upon that team. The Public Websites documentation is in need of greater visibility and easy access by teams.

Issue Description

Per Footer ticket 92049 and this Slack Support channel request we will need to migrate and refine the Public Website team's Redirect Implementation Strategy documentation to Platform website. Due to the size and complexity of the document in GitHub, we will need to conduct a review of the document, and work with a SME on the Public Websites team to ensure we can publish the best version possible.
