[FE/UX] 10-10EZR EC: Update content for EC

As a Veteran, I would like clear directions on how to update my Emergency Contact so that I know how to add an EC so the VA can contact a loved one in the event of something happening.

• [ ] Success: We have updated the content in the application to match Figma

• Please view changes under the red section. I've added tags to all of the content changes (orange).
• Content has been paused on 9/9 due to our deeper dive around Primary/Secondary and VES deletion functionality. Everything has has been reviewed and commented on. Content will revisit this work once we get better clarity.
• We have (2) alerts that may be outside of our control and may need to submit tickets for these changes:
  • Pre-fill Alert: remove directional language per Content guideline.
  • Warning Alert, Maximum allowable list&loop card: Update content to give clarify message.
