Issue description

When answering the Toxic Exposure questions in the 10-10EZR online form, the product team noticed that some Veterans tried to submit the form with the total attachment exceeding the server's limit. They want to update the upload page's guidance to be more concise to avoid the submission error. Link to intake request

Update here:

The product team went to design system office hours and talked with them about using a feedback alert.
Designs system confirmed that's okay. The product team will monitor the submissions after they make the update.
The content is already ready for the product team[ in Figma]
