Issue Description

The single page list-and-loop pattern has been deprecated and replaced by the multi-page pattern. Both designs and FE work will need to be refactored to incorporate the new design pattern.

[ ] Refactor design for Step 3
[ ] Refactor FE work for Step 3
[ ] Update unit test coverage

Acceptance Criteria

[ ] Step 3 design aligns with Figma file
[ ] Copy in online form matches Figma file
[ ] Ajia signs off on form flow in Staging
[ ] Ajia signs off on page updates in Staging
[ ] Unit tests and E2E tests are updated, passing, and meeting standards

Designs have been updated to preferred pattern:

Spouse's former marriages and Veteran's former marriages Add one or more children Add one or more students Remove a dependent who has died Remove a stepchild who left your household Remove a child under 18 who got married Remove a child between ages 18 and 23 who stopped attending school

CAIA and Platform have been made aware of the updates in their respective tickets.
