Review/update Oracle Health redirect alert

Task Description

In #88442 collab cycle recommended we remove the add'l info component from the Oracle Health redirect.

In #88444 CC recommended we add the text(opens in a new tab) after the link to “Go to My VA Health” on the appointments list.

For this design ticket:

• Review the recommendations and come up with a path forward.
• Coordinate with @kfink24 to ensure new design is aligned across health apps teams.

Hi @outerpress , just wanted to share some iterations that SM did - I've chatted with you about them before; however, thought I would link them here + they are in the portal standardization figma.

One more note is that the guidance for explicit text about a link that opens in a new tab is
