Write browser-side form-submission transformer for Employment History Questionnaire

Description

vets-website contains per-form transformations that transform Veteran-entered information before submitting the data to vets-api. We'll need to determine if this is necessary for the Employment History Questionnaire, and, if so, write it. If the default transformation is sufficient, this ticket can become a no-op. for employment history do we need anything custom if not proceed.

Acceptance Criteria
