Updates needed on Adding a new External Service Integration page

Description

The "Adding a new External Service Integration" needs some updates - in particular, it is referencing fwd proxy config in the devops repo (has been moved to a new repo) and vets-api config in yaml files instead of the manifest. It would be best to work with a SME from the backend CoP on this.
