Getting 401: Invalid token error for staging endpoint that should be mocking responses (and skipping token authentication).

For '/v1/post911_gi_bill_status' endpoint, we created mock data and enabled mocks in staging to match the ICN's of existing test users. If there's a match, it should skip upstream token authentication with lighthouse. This has been working successfully until I checked on several valid test users today and got underlying 401 error.
