The goal of this ticket is to figure out where we're going to store referral data, PHI and how we should store it (encrypted, is it already encrypted, does it need to be, etc.). Another ticket tackles the "how long we should store it" task

Postgress DB should be good to use, we're verifying it along with encryption options
