Users should not be able to see the form the corresponding toggle is off, regardless of how they arrived at the location.

Task: Revert (https://github.com/department-of-veterans-affairs/vets-website/pull/32184/files) PR back to original toggler logic

Acceptance criteria:

• Toggler state: on, displays 10-7959f-1 form
• Toggler state: off, displays WIP component ("yellow box")
