Issue Description

When a user submits a claim on VA.gov, the confirmation page should allow them to download a copy of their claim pdf.

Tasks

[ ] Update confirmation page designs to:
- [ ] Align to design system guidance for downloading pdf

Acceptance Criteria

[ ] Wireframe that includes pdf download experience
