Background

VFF team has requested:

add css for the #benefit-applications id so that the scroll keeps the header inside the viewport. #benefit-applications {scroll-margin-top:2rem}
move focus to Benefit applications section if user navigates to the anchor link (/my-va#benefit-applications)

Tasks

[ ] add {scroll-margin-top:2rem} to #benefit-applications so that the scroll keeps header inside viewport
[x] move focus to Benefit application section after browser jumps

@ACParker89 yes, just merged in the PR for these updates and need validation. i'll update the point estimate to 1.
