SC prototype | MST option indictor is not required

What happened?

While testing error focus on the Supplemental Claim prototype flow, I noticed that the non-required MST option indicator question was showing an error and blocking continuation.

Add the steps to reproduce the bug:

1. Go to https://staging.va.gov/decision-reviews/test-sc
2. Navigate to the MST option claim page (/option-claims)
3. Choose "Yes"
4. Continue to the next page "Option to add indicator..." (/option-indicator)
5. Try to use continue
6. Note that the non-required question shows an error and is blocking progression

How severe is the problem?

• [ ] Critical: User is block or significantly hindered from submitting the form, data is lost, or claim and evidence test coverage is missing. Fix ASAP.
• [x] Moderate: User is not blocked, but the happy path is interrupted. Fix after critical bugs.
• [ ] Minor: Cosmetic bugs and minor language inconsistencies. Defer to a later sprint.

What is the desired behavior?

Non-required questions should not block progression.

Definition of Done

• [ ] Acceptance criteria reviewed and approved by product or design
• [ ] Unit test (or other test coverage) added if possible
• [ ] Logging and monitoring in place
