Background

During maintenance window testing, we attempted to load the page with the v0/user endpoint blocked. The page remained in a loading state, indicating that the v0/user endpoint is a blocking call and could potentially hang indefinitely if there's an issue. Here's what the user would experience...

The Profile page should be updated to match the behavior of the My VA page and display the message shown above.
