Issue Description

QA for https://github.com/department-of-veterans-affairs/va.gov-team/issues/95319

Most content updates below are for the authenticated experience.

Dependent on https://github.com/department-of-veterans-affairs/va.gov-team/issues/96836 -- before making sure our content speaks to pre-population from Profile, we first need to confirm we can indeed pre-populate inputs from Profile.

Defects

Your mailing address

[ ] Missing text "We'll send any important information about your form to this address."
[ ] The above text should also display on the unauthenticated screen as well without the note.
[ ] "Find out how to change your address in your VA.gov profile (opens in new tab)" should link to https://www.va.gov/change-address/ (This is now noted in Figma)

Your phone number and email address

[ ] "We’re here 24/7" is not the right sentence. It should be "We’re here Monday through Friday, 8:00 a.m. and 9:00 p.m. ET." Screen

Your identification information
